data on 163.7000

I'm picking up a data signal (sounds a bit like pager stuff) in the
midlands on 163.7000, on FM, filter 6k . It's not continuous, it comes 
in short bursts every few seconds. Anyone know what it is? and what 
program will decode it? I did a search on google but couldn't find 
anything concrete and I also tried PDW v2.3 on it but I didn't get 
anything. Thanks for any pointers.
